A supervisor presented a detailed plan to manage Halloween trick-or-treating on Oaklane and adjacent side streets and the Board of Supervisors voted to implement the measure for Oct. 31.
Mark Fisher introduced the routing and safety strategy, proposing closures at Maple, Old Orchard, Spruce, Locust and Naomi and leaving East Dogwood, West Dogwood, White Oak and Prices Drive open as outlets. Fisher said the goal was to "make a safe place for kids, parents, grandparents to be able to trick-or-treat" while maintaining emergency access. He proposed portable light towers at key intersections, cones and barricades, and volunteer staffing at staffed intersections.
The board discussed logistics including parking (CVS and Dollar Store were suggested), volunteer sign-ups and ensuring a clear route for police, fire and EMS. When asked about timing, the proposer said the traditional hours "6:00 to 8:00" would be used. A motion to set the trick-or-treating hours from 6:00 to 8:00 p.m., advertise the one-way Oaklane plan in the Village View and rent up to five lighted towers was seconded and approved.
The board directed staff to arrange signage, door notices to affected residents and a volunteer sign-up process before the event. The plan includes cones, barricades, and volunteers or employees assigned to intersections to maintain one-way traffic flow and allow residents and emergency vehicles access.
