The commenter recited language from the statute and case law, saying the reason for an executive session "must be of sufficient specificity to inform those present that there is in reality a specific discreet matter or area which the board have determined should be discussed in executive session." The speaker said simply stating "personnel matters" or "litigation" is too generalized and offered to provide a copy of the law to the board.
Board members discussed the concern: one supervisor said that when speaking with PATS (training), they were told to "name it" and that "personnel was a specific reason," while another indicated discomfort naming the individual involved. The board agreed to follow up with their training contact and take the material to "Pat." The exchange remained unresolved in the meeting record; the board did not adopt new language on the record.
