Board members discussed a recent example where a complaint sent to the public CPB address on Sept. 10 did not reach members until Sept. 21, creating concern about transparency and timeliness. The clerk said public complaints are routed through the clerk's office and that the CPB public address is supposed to forward to members; to resolve the immediate question a member performed a live test: "I just sent an email to CPB, the one that's public facing from the city website. I just sent it and said test, I just got it," and the group confirmed the public address was delivering messages in that instant.
Separately, members debated how outgoing CPB email should be handled. The clerk recommended creating a shared Gmail account all members could access for outgoing messages to avoid dependency on a city‑managed account; the board raised liability and disclosure concerns and asked the board attorney to advise before any operational change. A member proposed tabling final decisions until after counsel's advice in executive session.
