The Parks and Conservation Land Board voted unanimously to recommend that the town transfer ownership and conservation easements for a slate of town-owned parcels to the Scarborough Land Trust.
A member moved "I move that we vote to recommend such transfer of these properties as requested by the scar bro land trust including both ownership and conservation easement as appropriate as specified in the application," and the motion was seconded. The board recorded unanimous approval and will forward the recommendation to the town council for a final decision.
Board members told the council's cover letter should stress permanent protection and stewardship functions the land trust will perform, including boundary marking, annual monitoring visits, invasive-species management and wildlife habitat management. The recommendation covers both full transfers and conservation easements as described in the applicant packet.
The board noted some technical corrections remain in scoring data (acreage and GIS layers) that staff will fix before the council packet is finalized. No additional formal conditions were attached to the recommendation; members said the council could consider deed restrictions if neighbors and stakeholders need binding assurances about access or use.
Next step: the town council will receive the board's packet and make the final decision on transfers and easements. The board's vote sends the town's conservation recommendation to council but does not itself complete any property transfers.
