"Article 39 was to see if the town will vote to authorize the Board of Selectmen to secure a loan for an amount not to exceed six hundred four thousand dollars," a board member said while explaining the constitutional limit that members felt required clarification. The board cited a current fire equipment fund balance of about $246,391.63 and discussed interest-rate expectations of roughly 3–3.5 percent; several members recommended convening a budget/fire committee to negotiate price and financing while awaiting the MMA opinion.
Members also discussed alternatives such as negotiating a lower purchase price, pursuing leasing arrangements that convert to ownership, and determining whether a discounted retail price constitutes the relevant legal threshold. The board did not approve the purchase at the meeting and directed staff to seek MMA guidance and to convene a small committee to pursue financing options.
