The Abilene City Council approved a contract with Axon that includes officer body cameras, the CommunityLink evidence portal and outpost pole cameras used for license-plate reading and related functionality, with an explicit addendum that any future expansion of cameras must be brought to council for review.
Councilman Shane Price raised specific contractual questions about CommunityLink and whether it meets FBI/CJIS addendum requirements and asked for clarity about what elements were included. City IT director Ted Harvey and the police chief explained CommunityLink's function as a public evidence-submission tool and said the outpost poles are the LPR-equivalent hardware. Price moved to remove the outpost poles from the purchase; that motion failed for lack of a second. Council later approved the contract as presented; the record shows a no vote from Councilman Price and yeses from other members. A council member asked staff to ensure any expansion would come before council and suggested a policy review to reduce misuse risk.
Price stated his personal preference: "My personal preference is to not include the the ax on outpost." The mayor confirmed the motion carried with Price opposed and the remainder voting yes. Staff said the contract price would not change if a component was removed and that the outpost poles were included in the package pricing.
