City leaders at the ribbon-cutting traced the riverfront's path from initial grant applications through construction and completion.
Sandra Wilson told attendees the city first applied for federal funding in 2018 and, after revising the application with local engineering firms, secured a BUILD grant in November 2019. Officials said construction slowed during the pandemic and rising material and labor costs required the city to seek additional funding before finishing the project.
Speakers noted the persistence of former elected officials, city staff and contractors in keeping the project moving through setbacks. Wilson thanked former mayor Brandi Harless and Melanie Townsend, an engineering department employee who "has been with this project since the very beginning." The narrative presented at the ceremony emphasized iterative application work, community involvement and repeated outreach to state legislators to secure completion funds.
