Dr. Al Overberman told the committee the current agenda format labels most items as "settlement agreements," which can obscure the services behind a dollar figure. He proposed changing the board agenda format to show when an item is a placement agreement and to itemize the tuition and service components to increase transparency. "When it comes to like, okay, we're going to we agree with the parent, the student needs this amount of services, we can provide them, we're going to enter into a placement agreement, you can see how they have it broken down," Overberman said.
Overberman argued the change would help the public understand whether a large dollar amount on the agenda represents direct services provided to a student (tuition, speech therapy, OT/PT, one‑to‑one aides) rather than implying wrongdoing or an undifferentiated settlement. Board members reacted positively to the transparency proposal and discussed drafting a revised agenda format for presentation at a future meeting.
