The Warren City Zoning Board of Appeals voted unanimously Sept. 23 to approve multiple variances for ReWorld Solutions at the property commonly described as 21750 Hoover, clearing the way for a 25-foot by 60-foot fabric storage structure and other setback exceptions.
Pat Sears, a consultant for ReWorld Solutions, told the board the tentlike building would store solidification media the company uses to dry liquids in off‑spec industrial materials. "They shred that material and they make an alternative fuel for it that replaces coal or um natural gas," Sears said, describing the process and why the additional storage space is needed. Planning staff had recommended that, if variances were denied, 14 parking spaces along Toeer Road be relocated and the 60‑foot setback converted to landscaping; the site plan was approved with conditions Aug. 24, 2026.
Board members asked about the types of materials and safety; Sears said the facility handles non‑hazardous materials such as latex paint solids and occasional oily waters that are solidified before disposal or reuse. Several members cited circulation and security considerations and noted that a six‑foot fence would match existing fencing on Topheer/Toeer Road. Mr. Green moved to approve the petition citing the size and shape of the lot and the finding that the variances would not be a detriment; the motion carried on a roll call vote with all present members voting yes.
The board’s approval includes the construction, setback variances and approval of the proposed fencing; planning staff’s recommendations about parking and landscaping remain the controlling mitigation if any variances are not implemented. The applicant and staff will proceed under the site‑plan conditions on file with the planning department.
