Bill 42-2026 would amend the State Land Use District Boundary Map for the Kahuku Quadrangle by reclassifying approximately 8.188 acres at the northern end of Laie (the site of the city’s Laie Corporation Yard and refuse convenience center) from the State Agricultural to State Urban district. DPP’s planning division described the parcel’s existing public‑facility uses and said the boundary amendment would bring the yard’s existing and planned functions into compliance with state land-use laws while enabling three phases of improvements.
DPP planning chief Dina Wong told members the department supports the CD1. The staff summary emphasized additional conditions in the CD1 that exceed typical boundary amendments—requirements addressing an archaeological inventory survey, endangered-species protections, relocation of fuel pumps and building elevation standards. With no objections, the committee recommended that Bill 42 CD1 be reported out for passage on third reading.
