At the public hearing on rezoning six Southern Sunrise Phase 2 parcels, a town staff member summarized the light commercial zoning category and listed typical permitted uses: automotive charging, vehicle parking, commercial retail, offices, personal services, recreation and entertainment, restaurants, bars, daycare, government/public uses, schools and libraries.
The staff explanation made clear not all uses are automatic. The planner and commissioners distinguished between 'solid dot' uses that are permitted outright and 'open dot' or conditional uses that would need additional approvals. As one commissioner put it during the clarification, several items “are options but they're not guaranteed,” meaning any business proposing a conditional use would require trustee review or a permanent variation.
Commissioners also noted that the light commercial designation is paired with new regulatory layers — including green-space guidelines, noise and lighting standards, signage controls and building aesthetic requirements — intended to manage impacts on adjacent properties. Those constraints, along with trustee oversight for some uses, were presented as the primary checks on intensification following a rezoning.
