Vice President Tidoro Nigimo Oang Mangu told the General Assembly that 21st‑century cooperation should enable the mobilization of financing to build African industrial capacity and retain value locally.
"21st century cooperation should provide opportunities for the mobilization of financing to transform transform raw materials and to develop one's own knowledge and technologies," he said, arguing that financing and technology transfer are needed to move beyond raw‑materials exports.
Tidoro linked these investment priorities to job creation, saying a more productive and industrialized Africa would help address migration pressures by generating employment for the continent's large youth population. He framed the appeal as a request for an international financial architecture that recognizes developing countries' vulnerabilities and supports productive investments rather than only emergency relief.
