Prince Fal, the Saudi foreign minister, told a ministerial meeting convened by Saudi Arabia with Norway, the European Union and France that ‘‘the choice before us is clear: preserve the two‑state solution or watch it disappear on the ground.” He said the window to secure a viable Palestinian state is narrowing and urged immediate, practical action.
Prince Fal laid out priorities that he said are essential to preserve the two‑state framework: consolidate a ceasefire in Gaza, ensure unhindered humanitarian assistance and reconstruction, support the Palestinian Authority’s return to Gaza, and halt settlement activity, annexation, displacement and settler violence. He framed Gaza and the West Bank — including East Jerusalem — as a single geographic and political unit, saying, “Gaza cannot be separated from the West Bank.”
The minister invoked international instruments and plans discussed at the meeting, including what his remarks called "President Trump's comprehensive peace plan" and Security Council resolution 2803, and said accountability for perpetrators of violence and for hate speech is necessary for lasting peace. He described the objective as ending the conflict rather than merely managing it and said a just, comprehensive peace would guarantee security for both Palestinians and Israelis and enable regional integration.
The minister's remarks came at the opening of a ministerial meeting the statement described as the "global alliance for the implementation of the two‑state solution," convened to pursue practical steps on the ground. He emphasized that securing humanitarian access and reconstruction in Gaza remains incomplete and must be prioritized alongside measures intended to preserve a viable Palestinian polity.
