Staff told the board that Chiniak (also transcribed as Chineyaca/Cheneak in the record) operates on a shallow well and that the campus is capped at 25 adults and students; administrators have denied recent waiver requests because the water system is at capacity.
"We have a student population cap for Cheneak. It's 25 adults and students on that campus," a staff member said. Board members and staff said the borough—not the school district—bears primary responsibility for upgrades to community water infrastructure, and that the Alaska Department of Environmental Conservation (ADEC) will need to be involved in any plan for a new or containerized water system.
Staff estimated a replacement water system or containerized approach could cost on the order of $2.2 million and noted additional ongoing operational requirements: licensed purveyors, maintenance and regulatory compliance. Trustees discussed whether the board should stop treating the 25-person limit as a hard barrier when evaluating waiver requests, and suggested a conversation with borough leadership to prioritize Chiniak in the CIP if population growth continues.
The board directed staff to continue coordinating with the borough and bring back options and cost estimates for discussion.
