The Indianapolis Board of Public Works on Sept. 23 approved Resolution 27‑20‑26, granting a petition to modify and encroach on the Toon Bridal regulated drain to permit site development at Franklin Central Junior High School.
Stormwater Administrator Natalie Stephen presented the petition on behalf of petitioner Fred McWhorter, identified in the presentation as the school's chief operating officer and treasurer. Stephen told the board the proposal would replace existing drainage infrastructure and add maintenance access points. “The replacement of 1,015 linear feet of 10 inch clay tile with 10 15 linear feet of HDPE pipe with manholes at each end of the replacement and at the internal drive crossing for maintenance access,” she said, summarizing the key elements of the design. DPW staff reviewed the calculations and plans and recommended approval, finding the proposed improvements acceptable for the expected flows of the regulated drain.
According to the staff presentation, the modification would allow construction of athletic and access features on the site, described in the presentation as roughly 34,10 square feet of soccer field, 2,286 square feet of drive and 371 square feet of sidewalk. Chair Todd Wilson called for a motion; Bob Perrin moved and Dan Haig seconded. The board signaled 'aye' and the chair declared the motion carries.
The approval permits the petitioner to proceed with the drainage modifications as presented to DPW staff. Board members did not record additional conditions during the meeting. The board did not discuss a schedule for construction during the public presentation.
