Residents at the Sept. 18 hearing asked how tax abatements and Tax Allocation District (TAD) arrangements affect county revenue and whether those incentives are contributing to the gap residents see in property bills.
One commenter asked whether companies such as Patterson Farm and Walmart received tax breaks; the chair responded that what residents referred to as 'tax breaks' were assessments or appeals and said that the JDA makes recommendations for abatements. The chair said Whitfield County has issued very few TADs in the last five years and that many older abatements have expired; he said the county changed practices so that recent land sales were at or above market price and many deals require partial taxes in year one rather than full abatement.
A Dalton resident raised the possibility of using a third‑party assessor for major commercial properties (carpet mills) so they are reassessed more frequently and contribute proportionately to tax revenue. County staff said JDA recommendations and abatement details are public and can be found in the annual report; they committed to providing residents the relevant figures.
