The City of Barnesville unanimously appointed Richard Newbern as city manager at its March 2 meeting. Newbern introduced himself to the council, saying he looks forward to working "for the citizens of Barnesville and the Council." The appointment was carried by unanimous vote (motion by Councilmember McDaniel, second by Councilmember Shropshire).
Newbern immediately began planning a budget calendar: he told council members he would present a draft of the city budget in early August with the intention to adopt it in September. During subsequent meetings Newbern led department-head goal-setting, twice-monthly meetings, and a budget workshop on Aug. 17 where electrical engineer Mike Leverette presented proposed electric rate changes.
Council members praised Newbern’s start and discussed reorganization steps including updates to financial statements and continued coordination with department heads on capital planning. The council also authorized the Mayor and City Manager to act as voting delegates to regional electric associations during Newbern’s transition.
