The Lincoln Water Commission voted 2–1 to approve a revised rate structure, with the changes scheduled to take effect Jan. 1, 2027. Chair (speaker labeled 'Chair') said postponing the effective date would ‘‘take this 21 and 0.5 percent increase and move it down into the 13 or 14% rate’’ in the immediate billing cycle, reducing near-term customer impact while preserving the revenue needed for capital work.
The commission discussed classification issues that affect how multi-unit properties are billed, noting that shared meters can move properties into higher usage tiers. The superintendent explained the change includes fee adjustments to the ‘‘bridal bill’’ and transfer fees, reduced to $75 and $50 respectively, and emphasized that the increases are intended to fund capital improvements to preserve the water system. The superintendent cautioned that without investment the system risks failures that could force higher costs later.
Commissioners expressed concern about resident reaction. One commissioner said residents had told them ‘‘shame on you’’ for not raising rates gradually in prior years; another said the increases are necessary to avoid underfunding critical system maintenance. After a motion, a second and debate, the commission recorded a 2–1 vote in favor of adopting the rate structure with the Jan. 1, 2027 effective date.
The commission said the ordinance will be codified and implemented in the billing system so the adjustments take place on the stated date; staff noted that if circumstances change before Jan. 1 the body could revisit the action.
