ClientFirst consultants David Kraut and Tom Jacobson presented a comprehensive IT strategic plan and cybersecurity-disaster-response assessment to the board, describing a district environment with more than 200 applications, core infrastructure needs and a significant gap in application-focused staffing and business analysis.
"We're completely vendor agnostic," David Kraut said as he introduced the firm's work, and the consultants walked the board through methodology, prioritized project initiatives and a five-year implementation road map that identified cybersecurity and application-utilization improvements as near-term priorities.
Board members questioned how the district should stage investments and staffing to move from maintenance to a sustained improvement posture. Consultants recommended adding business-analysis capacity to improve application utilization, automating manual processes and refreshing core network and disaster-recovery systems so frontline IT staff can focus on departmental support.
After discussion, the board voted to authorize the general manager to execute a professional services agreement with ClientFirst for virtual chief information officer services to be provided by Tom Jacobson. Staff said the contract would start Oct. 16, total $49,900 and the majority of the spending would fall in fiscal 2027; the finance committee had previously recommended approval.
