President Yoshi L’Hote told the Kilauea Neighborhood Association that paperwork for a sign permit and banner for the Kilauea Community Agricultural Center has been submitted and a scope of work is being completed to solicit three bids for a trailer and water‑meter installation. He said the project team expects approval of the group’s 501(c)(3) status in roughly 60 days and is pursuing a USDA conservation plan to seek an exemption for grubbing after July.
Yoshi said the center is engaging local contractors and short‑term assistance from Permaculture Hawaii. "He is hiring Ray Maki, Permaculture Hawaii, on a limited basis for burm and border belt work before considering him for the entire border landscaping," the minutes state. The board will consider bids and follow county permit requirements before any ground work begins. Budget and timing for the trailer and meter installation were discussed but specific contract amounts were not specified.
