Mateo Ramirez, a representative of EAH Housing, presented the Kolopua affordable housing proposal and said the project is intended first and foremost for North Shore workers. Ramirez provided unit counts and rents, stating that "rent set at 951.00, 1151.00 and 1335.00 respectively by county affordable housing requirements." He said the development will include one-, two- and three-bedroom apartments, with 44 units total and roughly two parking stalls per unit.
Board members asked detailed operational and design questions. Ramirez said apartments will include sewer, water and trash service while tenants will be responsible for electric, cable, internet and phone; laundry facilities will have solar hot water panels but no photovoltaic power to supply units. He said drainage for the site will route to the sea and that the project does not permit pets. Ramirez also stated that tenant screening will prefer individuals employed on the North Shore and that self-employed applicants will be considered only as last resorts. He listed an income threshold for one-bedroom applicants at $38,160 per year.
The presentation raised policy and environmental questions from the board — particularly around drainage and parking — and did not result in a formal vote. The project team is expected to return with additional technical plans and permitting details for future discussion.
