Emily Madieros, representing the County of Kauai Solid Waste and Recycling program, briefed the KNA on a new countywide automated pay-as-you-throw (PAYT) curbside garbage service. She said residents "should receive new garbage receptacles at each tax paying residence" between April and May and that the specially modified trucks should be in service by July. The default receptacle is 96 gallons (equivalent to three traditional 32-gallon cans); a smaller 64-gallon can is available for a lower monthly cost if property owners return the form included with 2014 property tax papers. Property owners may also opt out of curbside pickup using the same paperwork.
Discussion after the presentation focused on increasing HI-5 redemption center availability and making recycling easier for residents. Madieros emphasized that additional cans placed at the curb beyond the provided receptacle will be ignored by the contractor and that receptacle lids must be closed and face the street for pickup. The board did not take formal action but members requested clarification on recycling access and enforcement details going forward.
