The Seneca City Council voted on Sept. 11 to accept a memorandum of understanding with the Oregon Department of Land Conservation and Development (DLCD) to receive a free economic development analysis. Mayor Brad Smith read the agenda item before staff explained the scope.
City Manager Raamin Burrell told councilors the DLCD-funded service will "look at trends, population info, do an analysis, and compile the information" and that the work will be coordinated through Grant County using a third-party contractor paid by the DLCD grant. Councilors noted additional details on the third-party vendor and schedule will follow as DLCD finalizes those decisions.
Councilor Lilly Foster moved to accept and sign the MOU; Councilor Barbara Northington seconded. The council voted unanimously to accept the DLCD offer.
City staff will await DLCD's selection of the contractor and further guidance on timing before any local implementation steps are scheduled.
