Council discussed a proposal to improve pedestrian safety in the Norwood School Zone on Tri County Boulevard after two near‑miss incidents were reported during morning drop‑off.
A staff presentation explained the TDOT requirements for a four‑lane highway installation (breakaway poles and median posts) and three different sign/post placements per direction. The low bid for the TDOT‑required system, LED Lighting Solutions, was $4,299.91 for the crosswalk lights with breakaway poles; staff said the system would be solar powered and include a Bluetooth push button that provides about 60 seconds for pedestrians to cross.
“Anderson County Schools pledged $3,000 towards this project if it is approved by y’all tonight and if it’s approved by TDOT,” staff reported. Council approved a motion to authorize the purchase and directed staff to confirm TDOT permission before spending; if TDOT prohibits signs on the state highway, staff will not proceed. Council members discussed whether to phase the work and requested staff return with final permitting and cost estimates prior to purchase.
The authorization allows staff to pursue procurement subject to the two required permits: town authorization and TDOT right‑of‑way approval.
