The East Longmeadow Conservation Commission approved a Notice of Intent for construction at 3 Farmer Circle, subject to the commission's standard special conditions and attachment of the recorded plan to the order.
A presenter representing the applicant described Farmer Circle as a previously approved subdivision and explained that, as lots are sold, homeowners file individual NOIs. He said the house footprint will sit partly in the buffer zone and that silt fence and limit-of-work lines were in place. Commissioners asked whether permanent limit-of-work monuments had been required in the original subdivision approval; staff replied monuments were not required in the 2022 order and suggested recording a copy of the plan with the order as an alternative to placing monuments in the field. "As part of that, the original subdivision... the construction company that was there was held to, like, maintaining these barriers, which had gone down over time," the presenter said.
After discussion about limits of work and the appropriate special conditions (silt fence, erosion control practices), a commissioner moved to approve the NOI with the standard special conditions; the motion was seconded and approved by voice vote. Staff said it will attach the recorded plan to the order and circulate the final decision to the applicant.
