The speaker urged the Council to use the Charter, including Chapter VI, to investigate disputes early and build shared factual understanding as a foundation for shared action.
The speaker summarized five overarching priorities — peacemaking, host-state partnership, mandate adaptability, resourcing and working as a network — and urged the Secretariat and members to implement them while maintaining unity. He framed the reset as necessary because "the ground has shifted" while many mandates have not.
