The Planning Commission approved a package of related land‑use actions for Spruce Hollow West that included a subdivision vacation, rezoning and a one‑lot final plat. Craig Bennett of Miller Associates presented the project, describing the overall property as roughly 6.82 acres with 2.3 acres included in the immediate final plat work and a final one‑lot subdivision of approximately 6.363 acres once right‑of‑way dedications are included.
Bennett outlined infrastructure plans for the development: the work will extend a roadway and remove a temporary gravel cul‑de‑sac, provide domestic water and irrigation via individual wells, and rely on septic sanitary systems rather than extending public water or sewer; proposed roads would be paved to RL2 standards at 24 feet. "The property that we're looking at, today would be in a final plat standpoint consists of 6.82 acres," Bennett said.
Planning staff recommended approval of the subdivision vacation (2023‑04), the rezoning to RR2 for the applicable portions (2026‑20) and the final plat (2026‑11), noting compatibility with the future land use map and the 2016 comprehensive plan. The commission opened a public hearing; no public comments were offered. Each of the three motions was moved, seconded and approved on separate roll-call votes.
