Advisory council finalizes edits to access report; staff routing it for commissioner approval and board consideration

Council staff updated members on the status of the access report and next procedural steps. Dion noted the council's revisions had been compiled and the draft was routed to staff for review; THECB staff said the draft then goes to a format editor and leadership and the commissioner's office for approval, with the goal of being available for the October board meeting.

Nina Zuna asked for a few clarifying edits, including correcting a date where the report mistakenly listed the agency submission deadline as 09/01/2027; she said the bill text indicates 12/01/2027 and recommended that the report be corrected to match the statute. Sabrina and staff confirmed they had caught that issue and that the version being routed would include council edits and clarifications about CTP/IPSE program counts and appendices.

Staff also confirmed they will circulate the latest routed draft to advisory members so they can see how their recommended edits were incorporated in the formatted version.

Next steps: THECB will continue routing the report through agency review channels and provide a final routed version to council members before board consideration.
