Burrell said the fencing portion was not originally awarded and "the contractor is not locked into the price submitted when the contract was awarded," so the council was being asked to permit the mayor to sign the change order if it is finalized before the next meeting. Councilor Sue Holliday moved to approve that authorization and Councilor Barbara Northington seconded; "All in favor, motion passed to approve and sign Change Order #2 if it's finalized prior to the next Council meeting."
The change order relates only to the fencing scope and potential contractor price adjustments, Burrell said; he characterized the item as a request for signature authority rather than final acceptance of a completed change. The authorization allows the city to proceed promptly if the parties finalize the change order before the scheduled council meeting, while keeping the council informed at its next regular meeting. Next steps: if the change order is finalized, Mayor Smith may sign the document and the council will receive the finalized paperwork at its subsequent meeting.
