The commission heard details of a Water Project Fund award allocated to the Eastern New Mexico Water Utility Authority for the raw water conveyance pipeline and authorized introduction of an ordinance acknowledging the city’s share. A New Mexico Finance Authority‑backed award of about $24.3 million will fund construction of intake and booster pump stations, storage tanks and the last 16.3 miles of large‑diameter pipeline.
A representative for the Water Utility Authority said the award is roughly 90% grant (approximately $21.87 million) with a 10% loan portion; the ordinance as introduced would obligate the City of Clovis to its 76.34% share equal to $1,855,062 over a 30‑year term. "WPF 68‑51 is in the amount of $24,300,000. It is a 90% grant, 10% loan," the authority representative said. The commission voted to introduce the ordinance for formal consideration at a later date.
The city staff emphasized the project is the final large‑diameter segment needed to complete the raw water conveyance portion of the regional pipeline; the loan portion will be managed through the Water Utility Authority’s finance plan and member communities will be asked to acknowledge and reaffirm their obligations under the loan/grant terms.
