City staff presented photos and a permit-history timeline showing multiple recent improvements at 831 Maryland Ave completed without required permits, including two mini-split air conditioners, a fence and a reconstructed porch. Officer Benjamin Blissett told the board a notice of violation had been posted and mailed and recommended the board find Sharon Ann Clark in violation of Section 26-171(a) and give the owner until Sept. 30, 2026, to apply for permits or remove unpermitted work.
"It is staff's recommendation that the code board find Sharon Ann Clark and/or entity in violation of section 26-171(a), permits required, and give until September 30 to completely remove the fence and apply for all permits," Officer Benjamin Blissett said. He told the board that the building department had requested additional information from the air-conditioning contractor and that no permits had yet been issued for the work.
The board voted to accept the staff recommendation. Members discussed whether the order should enumerate specific violations or consolidate them under the single code section; staff said they could add more detail in the order but that, for now, the Sept. 30 compliance date was appropriate. If permits are not applied for, the board warned fines of $50 per day could be imposed.
