Consultant Scott Miller and members of the ad hoc governance committee presented progress on a suite of governance documents — a new board member charter and revised chair and vice‑chair charters — designed to consolidate fiduciary duties, standards of conduct, and a self‑evaluation process.
"What does it mean to serve as a Washington State Investment Board member?" consultant Scott Miller asked as he summarized the charter’s intent: to gather existing statutes and policies in a single place and clarify expectations on conflicts of interest, meeting preparation and delegated authority. Committee chair David (ad hoc) described the work as iterative and invited trustees to review language before a planned adoption in December.
Several trustees, including Treasurer Mike Pelliciotti and Senator June Robinson, said the charters raise questions about elected members’ reporting and communications obligations and requested AG office review. "This language is very different in terms of the ability to communicate to the larger public," Pelliciotti said, urging careful review. Board members asked for specific redlines and a feedback loop to be included in the documents. The board did not vote on adoption and expects further revisions and legal review ahead of the December meeting.
