The Institutional Zone Review Committee voted on Sept. 17 to approve the draft institutional-zone ordinance, with staff-directed edits, and forward it to the planning board and city council for public hearings. The committee asked staff and legal counsel to provide clearer language about errors and omissions, master-plan utility analysis, and communication-plan expectations before it goes to the next stage.
Committee chair called the meeting to order at 1 p.m. and the body agreed to begin with the map and related map legend revisions. Robbie, the committee’s staff member, reviewed map layers and RD overlays and confirmed the conservation easement areas that will be mapped as RD6. After line-by-line review of the ordinance, Matt moved that the committee approve the draft as corrected by staff; the motion was seconded and carried by the committee. "We'll get some language for errors and omissions," the chair said after the vote.
Why it matters: the ordinance and map together set performance standards for institutional lands including lot coverage, heights, buffers and master-plan content requirements. Several substantive changes were adopted or clarified in committee — including explicit municipal-service categories in master-plan requirements and a clearer approach to how existing nonconforming coverage will be treated — and staff will incorporate the final drafting changes ahead of the planning-board public hearing.
The committee also asked staff to prepare a short recommendations list for the council that would include the possible formation of a standing review committee for community outreach and other non-ordinance recommendations. The planning-board hearing was targeted for early October; staff said they will circulate the cleaned-up draft and redline/blueline history to committee members before it is posted for public review.
