The Office of the Select Board of Brookfield, N.H., and Road Agent Chris Kinville visited 128 Clark Road on Sept. 5, 2026, with property owner Paul Tremblay to inspect roadway drainage problems caused by the absence of a driveway culvert.
During the site visit, officials described water running across the property’s lower driveway and reviewed a December 12, 1998 driveway permit that included the explicit condition: "Install culvert under driveway, 12" diameter minimum, to be graded so water does not run onto roadway." The board noted the permit requirement while discussing immediate and seasonal options to reduce roadway impacts.
Road Agent Chris Kinville provided observations about local water flow patterns and offered to assist with grading within the Town right-of-way both above and below the driveway entrance. The assistance was framed as limited to work within the town right-of-way rather than on private property.
Property owner Paul Tremblay said he would be unable to address the culvert installation because of his work schedule and would defer the work until after the coming winter season. The parties agreed to revisit the matter in the spring.
