Resident Jack M. Finger urged the council not to continue the item, accusing the owner of bypassing required approvals: "the owner, the applicant, apparently, is a pretty bad actor here." Finger told the council the site-plan and technical reviews had not been completed and that stormwater protections were lacking.
Council member Castillo summarized staff findings and environmental concerns, saying in part that "the development has failed to demonstrate adequate stormwater treatment measures posing a direct threat to public health and the water quality of the Westside Creeks." She moved to deny the request; the motion was seconded and carried, removing the zoning change from consideration.
Why it matters: Council records and speakers at the meeting pointed to unpermitted development dating to 2020–2024, outstanding code violations and unsettled flood‑plain issues that, the council said, could not be addressed through a simple land‑use authorization.
