The zoning board on Sept. 17, 2026 denied a rezoning and conditional-use request for property at 2007 Free City Road that would have allowed expanded long-term truck parking and an eight-foot fence. The denial followed three public commentators who opposed the expansion and cited impacts on nearby residential areas.
Jack Finger spoke against allowing multiple units on small lots and urged a denser residential zoning alternative in nearby areas, saying neighborhood associations opposed the proposal. Jamie Gerrera described leading a cleanup of the lot, documenting debris and scrap that created safety hazards, and asked the city to permit a fence to prevent the lot from becoming a dumping ground: "tenemos las fotografías del proceso de limpieza de este terreno." Trisha Ann Fayad, a resident of Villa Esperanza, said a 24-hour tow/truck operation would bring diesel noise, reversing alarms and increased traffic at the residential corridor and asked the council to protect the neighborhood: "nos merecemos tener la paz y tranquilidad que... disfrutan otras comunidades residenciales en San Antonio."
Councilmember Castillo (District 5) thanked residents, cited environmental concerns and moved to deny the application; the motion was seconded and passed. The staff record in the introduction noted that 32 notices were mailed for the item and recited returned notices and association opposition; the planning commission had recommended approval while staff recommended denial.
