The commission approved a private-road variance for Lot E on Springwood Lane (property described as owned by Denise Patterson and Y65 Holdings LLC) that will allow a roughly 20-acre parcel to be sold while the owner retains 15.36 acres. Staff said the parcel’s plat dates to 1979 and that the existing road maintenance agreement does not prohibit further subdividing, but because the action would create the 13th lot served by the private road, planning commission approval was required.
The registered agent and speaker at the podium, who identified themself as Bridal Minton and said they farm organically in Lexington County, told the commission the road is maintained by neighbors and that emergency vehicles have been able to access the property. Commissioners and residents, however, raised concerns about narrow stretches and emergency access. The commission incorporated an explicit condition into its approval: any additional subdivision using Springwood Lane will require an independent review by Lexington County public safety personnel and a follow-up review by public works to determine necessary improvements (right-of-way expansions or surface/widening work).
A motion to amend the approval to include those reviews was made and carried by unanimous roll-call vote.
