The council voted to allow electronic attendance and public streaming of meetings using Zoom and YouTube, with OWL conference cameras that follow the speaker and an anchor spot established in Nanway to meet existing resolution requirements.
"These 2 things are OWLs and they follow the person speaking," the chair said, explaining the technology the town would use. The chair noted existing town resolutions from 2003 and 2007 require an anchor location and set rules for quorum and meeting continuity.
A participant with professional Zoom experience described administrative controls for admission and muting and suggested verification methods such as a private chat with address verification or camera-on requirements. "I've used Zoom for the last 10 years professionally," the participant said, emphasizing available moderator controls. The council agreed to pilot the approach, include the meeting link on agendas, and budget an annual fee not to exceed about $185.
