The Mansfield Planning & Zoning Commission voted unanimously to approve a final plat for Benson Manors (Lots 1X–29, Block 1) at 708 East Broad Street, a 3.57-acre subdivision that will create 24 townhome lots, two mixed-use lots and three open-space lots.
Planning staff presented the proposal and recommended approval "with written conditions necessary for the plat to conform with the Mansfield Subdivision Ordinance," noting the applicant received a Development Review Committee memo dated Sept. 4 outlining required revisions. Staff said the administrative site plan for the development had been approved in October 2025 and that the plat formalizes individually platted lots consistent with that plan.
A nearby resident, Amy Wynkoop of 714 East Broad Street, told the commission she and her husband were concerned about how the development could affect their property value and asked for follow-up on adjacent city-owned parcels and an empty early childhood center. "We... are a little concerned about how this development may affect our property value," Wynkoop said during the public comment period; Mr. Rodriguez replied that the property had been rezoned in 2022 and that staff would reach out to the property owner to continue communication.
Commissioner Lambert moved to approve the plat with the written conditions in the Sept. 4 memo; Vice Chairman Axon seconded the motion. Chair called the vote and recorded the motion carried 7-0.
The approved plat creates individually platted, fee-simple townhome lots at the rear of the site and mixed-use lots along Broad Street; staff said signage, elevations and landscaping will be reviewed at later building-permit stages. The Development Review Committee and staff will follow up with the applicant to ensure the Sept. 4 conditions are met before final plat recording.
