The Marshalltown Planning and Zoning Commission held a work session Sept. 17 to review a multi‑ordinance package focused on data centers and other infrastructure‑intensive developments. Staff said the current draft runs 28 pages and asked the commission for direction before preparing draft #2 for public review. "This draft is 28 pages," the staff member said, urging commissioners to focus comments on thresholds and review processes.
The package includes a zoning ordinance for data centers and three related non‑zoning ordinances (noise, water connection and other code cleanup). Staff described an outreach process that included a recent public roundtable at the coliseum with more than 100 sign‑ins. Commissioners penciled in an Oct. 1 public open house (informal come‑and‑go format), a special work session Oct. 8, and a regular meeting Oct. 15, at which the body may decide whether to hold a formal public hearing. Staff also noted a possible 60‑day extension for review timelines if needed to align ordinance readings and moratorium expiration.
Why it matters: The draft package would change how large buildings and resource‑intensive uses are reviewed in Marshalltown, adding review triggers tied to building size, water use, electrical demand and trip generation. Commissioners asked staff to collect local examples and utility data so the thresholds are grounded in Marshalltown conditions rather than only regional comparisons.
