The Howard County Zoning Board voted to publish a proposed package of rule changes for public comment while removing a recently debated paragraph that would have restricted the board's ability to accept new evidence on exceptions. Chair Terry Youngman moved to adopt the draft with paragraph 5 removed as the version to be advertised; the motion passed by voice/roll call with the board voting in favor.
"We adopt this draft with all of this paragraph 5 at the top of page 19 stricken or removed," Chair Terry Youngman said when making the motion. Board members agreed staff should finalize documents incorporating the proposed edits and prepare legislation to align the rule text with any required code changes.
The board directed staff to post the draft on the Zoning Board website and to hold a public hearing on Monday, Oct. 19, at 6 p.m. in the Banneker Room and virtually to receive testimony on the recommended changes. "The public hearing will be held on Monday, October 19 at 6PM," the chair said, and staff added that people must register to testify and may submit written comments by email. Written comments will be accepted until 5 p.m. on Monday, Nov. 2, 2026, per section 2.407 of the board's rules of procedure.
The board said it will convene one final meeting after the public hearing to adopt a final version; staff and legal counsel noted that some proposed rule edits will require corresponding amendments to the county code before final adoption. The board plans to schedule that final meeting during the week of Nov. 2.
