Commissioners questioned the value of concurrently funding an external Economic Development Council contract and creating an in-house EDC director within city government. City leaders and several commissioners said an in-house EDC could better "hand-hold" potential employers through permitting, site selection and internal processes because municipal staff work inside the building daily and can coordinate across departments. At the same time, multiple commissioners urged a deliberate approach: the existing EDC contract includes a 180-day cancellation provision and the existing agreement runs through September 30 next year, meaning any termination needs transition planning. The mayor and others recommended a focused work session to invite NGO partners and discuss funding structures, expectations and sustainability.
Next steps: the commission did not direct immediate termination. Staff will schedule a focused discussion to review NGO contracts and options for an in-house EDC role before any final funding changes are made.
