Rick argued the changes would reduce irrigation and fertilizer use "and move the island in the right direction." He told the committee that the beautification committee largely supported the changes and had recommended limiting decorative rock to supporting roles (edging, non-planted access areas).
Victoria Myers, speaking from the Beautification Advisory Committee, said the committee would "love to ban artificial turf but we know that's not a possibility because of the laws in the state of Florida," and urged permitting rather than prohibition. Members discussed grandfathering of existing xeriscapes, enforcement concerns for swales and rights-of-way, and the trade-offs between mulch, rock and native groundcovers. The sponsor agreed to produce a redline of ordinance text for the next meeting; members indicated consensus to move the revised proposal toward City Council.
