Planning commission approves Skaggs indoor-recreation conversion with parking variances

The Planning Commission approved a red-line site plan for Skaggs Industrial and Recreation (SPR 143143) in Meadow Run Park after staff summarized the property's multi-stage review history, prior approvals and conditions. Staff noted Building 1 already has a temporary certificate of occupancy dependent on Building 2's red-line plan and emphasized the need for final red-line approval for Building 2 before continued occupancy. A recorded shared-parking easement runs with the land; the Planning Commission Administrator previously approved a reduction to the parking setback and authorized a 15% reduction in required parking spaces based on an ITE parking generation analysis and an executed shared-parking agreement.

Owner Jason Skaggs attended and confirmed ownership. The Department of Public Safety reviewed exit and egress requirements and the fire marshal indicated the facility has roughly double the number of exits required. Commissioners moved to approve the red-line site plan subject to staff conditions and final agency reviews; the motion passed with one abstention recorded. Staff emphasized outstanding technical items will be addressed in final red-line review and that any occupancy is contingent on completion of those items.
