The Pflugerville Board of Adjustment voted to approve a fence variance permitting interior 6‑foot wooden privacy fences for a new built‑for‑rent community at the southwest corner of Kelly and Weiss.
Staff explained the request arises from a code nuance: wood privacy fencing is allowed for townhome or single‑family uses in some districts but is not a standard allowance in MF‑10 (multifamily, 10 units per acre). Planning staff recommended approval with conditions, saying the proposed fence would not affect public health, safety or welfare and is consistent with the comprehensive plan.
Ethan Harwell, a planner with Kimley‑Horn, told the board the product is a for‑rent neighborhood form that depends on private backyards for marketability. "These are only going to be used on the interior of the site," he said, and noted the site’s exterior is bounded by an existing limestone wall that screens fencing from the street. Walter Duke of Taylor Morrison said the product is intended to provide a yard experience for renters.
Staff recommended approval with a condition that the fences have a maximum height of six feet and include three horizontal rails to reduce picket bowing. After no public speakers, the board moved to approve the variance and the motion passed.
Next steps: applicant to submit plans consistent with the BOA conditions for final permit review.
