Stuart Hall, Public Works and Facilities, summarized staff inspections and financing for a 2,200‑square‑foot office at 22639 Center Parkway. He said the property is assessed at $362,100 and that "the owner has agreed to sell to the County for 355,000 with a credit, for the basic repairs that I mentioned resulting in bridal price of $341,330." Staff recommended additional improvements for security and IT and said the approved FY '27 appropriation includes $100,785 to cover initial repairs and lease payments.
Supervisor Parker moved that the county administrator be authorized to execute the lease‑purchase agreement subject to final approvals; the motion passed by voice vote. Board members said the building's proximity to the Commonwealth Attorney's office and planned use by an investigative unit made the purchase strategically useful.
Staff said remaining purchase funding and completion of improvements would be recommended during upcoming FY '28 budget deliberations.
