County staff told the board that assistant county administrator Matthias and zoning administrator Bridal Berger visited the property but were unable to obtain the owner’s permission to perform an inspection.
"We did not obtain permission and were not able to complete an inspection," a staff member said. Commissioners and counsel confirmed the staff direction remains in place: if staff or an engineering report determines the disturbance exceeds the 500-cubic-yard threshold in the county’s land-alteration ordinance, the county will begin the conditional-use-permit process for land alteration.
Commissioner Shane described the disturbed area and offered illustrative calculations to explain the board’s concern: "This area is 100 by 200," she said, and estimated that "at 2.5 feet, that would be about 1,481 cubic yards removed," with lower volumes at shallower depths. The board asked staff to seek an engineering report as needed and to report back.
