Planning staff presented Z7871, a rezoning request to change a 2.5-acre property north of the northeast corner of East 101st Street South and South 74th East Avenue from RS-1 to AGR to allow agricultural accessory uses, including horses. Staff told the commission the lot exceeds AGR minimums and that Title 2 city ordinances would limit animal numbers, structures and setbacks. "So with a 2.5 acre property, the permission in the ordinance would be to have up to 2 horses on this property," staff said during the hearing.
The applicant and the new owners described the property and their plans. Susan Crockett, the former long-term owner who presented initial site context, said the lot and surrounding parcels already include agricultural uses. New owner Megan Hilborn told the commission she and her husband bought the house two weeks earlier and are requesting the zoning change "to be allowed the opportunity to have a horse or 2 to complete a little homestead or our Narnia," and asked the commission to recommend approval. A nearby neighbor, Devin Bridal, said he and other long-term residents oppose making a permanent zoning change and urged preserving the established RS-1 pattern for the dead-end street.
