Walworth County Health & Human Services presented two new budget mechanisms to limit surprise costs from out-of-home and youth corrections placements: a youth corrections contingency funded from returned year-end 2025 HHS funds and a residential "controlled access" pilot that places anticipated residential-placement dollars in a holding account requiring department and finance-committee approvals to authorize expenditures.
Staff said the youth corrections contingency would be funded with about $276,000 of year-end funds returned by HHS and would help absorb potential increases in placement costs without dedicating current-year levy. The presentation cited current placement rates of $758 a day and noted a past governor amendment that reduced a proposed $2,758/day figure to $758/day; presenters warned that future biennial-budget changes could increase exposure. The residential controlled-access pilot is designed to keep funds in a holding account until internal approvals and finance-committee authorization move money into operating accounts, giving the board greater visibility on new placements.
